Job Description

The Department of Information Technology Services (ITS) is a central source committed to providing high-quality, cost-effective technology solutions and services to the campus community in support of the teaching and research missions of the University. ITS works collaboratively with other IT groups within Western’s faculties and support units to leverage central supported technology solutions and services where appropriate.
 
The Financial Analyst is accountable for the oversight and analysis of service billings, software licenses, procurement, contract administration and other asset maintenance for ITS.  In collaboration with the ITS leadership, the Analyst ensures the most efficient use of financial resources in accordance with the mission and objectives of ITS.  The incumbent provides comprehensive advice to ITS leaders on financial matters and assists with budget planning and forecasting. 
 
The Financial Analyst works with Procurement Services and ITS leaders to coordinate the sourcing, pricing and on-going invoicing with software and hardware vendors and resolves any related issues.  The incumbent monitors current financial processes, and contributes to the development and implementation of new and revised processes to manage financial and operational risk to the University.  The incumbent is accountable for ensuring that financial practices are being adhered to, and remain in compliance with relevant legislation and University policies and procedures.
 
Qualifications
Education:
-   Undergraduate degree in Business Management/Administration
-   Enrollment in or completion of Chartered Professional Accountant
 
Experience:
-   5 years' experience supporting large complex budgets, preferably in a non-for profit organization
-   Experience supporting the procurement of goods and services and in an IT asset management role
-   Experience in a public sector or educational institution is preferred
 
Knowledge, Skills & Abilities:
-   Analytical skills in the areas of financial and business management to draft budget proposals forecast expenses and monitor relevant accounts
-   Decision making skills to provide solutions that are consistent with available facts, constraints and probable consequences
-   Detail-oriented with an ability to function and process information with high levels of accuracy
-   Ability to effectively drive and manage change initiatives that align with organizational strategies and/or provide opportunities to increase efficiency
-   Communication skills with the ability to converse with, write reports for, and deliver presentations to all levels of the organization
-   Ability to work in a manner that models best practices in confidentiality standards
-   Ability to collect and discern relevant data to create reports and recommendations and analyze exposures and make recommendations to decrease financial risk
-   Ability to organize and effectively manage financial and human resources needed to achieve results
-   Ability to provide strategic analysis and recommendations for designing and implementing new and changing administrative and financial processes
-   Interpersonal skills to interact professionally with students, staff, faculty, and other members of the University community
-   Ability to work independently and effectively as a member of the team to achieve department goals
-   Critical thinking and discernment to assess and scope areas for improvement and an ability to offer creative solutions
-   Strong customer service skills to handle inquiries and resolve issues in a professional and timely manner
-   Able to adapt efficiently to emerging priorities and technologies
-   Ability to build both formal and informal professional relationships within, across, and external to organizational boundaries
-   Advanced computer skills in office productivity software
